The Mayor and Trustees of the Village of Brookville constitute the Board of Trustees.
All legislative powers conferred upon or possessed by the Village are vested in the Board of Trustees. All Board members are elected by registered voters from the Village for four-year terms and all serve on a pro bono basis.
The Mayor of the Village is the chief elected officer, and presides at all Board of Trustees (BOT) meetings, and has a vote upon all matters and questions coming before the Board. In the absence of the Mayor, the Deputy Mayor presides. A majority of the Board shall constitute a quorum for the transaction of Village business. At least three Board members must vote in the affirmative for a contract or obligation to pass. The Mayor has no veto power, but the same powers as a Trustee to vote upon all matters that come before the Board. The Mayor also has the power to call special meetings of the Board as can be done when two or more of the Trustees request it.
One of the important responsibilities of the Board of Trustees is to adopt the annual budget for the Village, which provides the appropriations to carry out Village functions and services, and sets forth the financial plan (i.e., revenues and other financing sources) to fund such appropriations during each Fiscal Year which runs from June 1 - May 31.
This process begins when department heads submit their revenue and expenditure estimates to the Mayor, who then prepares a tentative budget for submission to the Board of Trustees at the March meeting, The Board reviews the Tentative Budget, and holds a public hearing on the Tentative Budget at the April meeting. The Board may make changes to the Tentative Budget before the April meeting, but must adopt the Budget for the ensuing fiscal year no later than May 1st.
